after 13 years of service.\r\n\r\nPC Jamie Tyler-Jones, 42, who lives in Grimsby, admitted the two offences in court at a hearing on September 13.\r\n\r\nHe had 87mcg of alcohol in 100ml of breath when he was driving a Ford Mondeo on a public bridleway off Church Lane in Aylesby near Laceby on October 18 last year.\r\n\r\nThe legal limit is 35mcg.\r\n\r\nHe also admitted possessing a lock knife in a public place on the same day.\r\n\r\nHe originally denied both offences but changed his pleas before a scheduled trial.\r\n\r\nHe was sentenced at Grimsby Magistrates' Court and was fined a total of £300.\r\n\r\nHe was disqualified from driving for 20 months and was also ordered to pay £150 costs and a £30 victims' surcharge.\r\n\r\nHumberside Police Chief Constable Lee Freeman decided at a special case hearing at the former Goole Magistrates' Court that PC Tyler-Jones breached the standards of professional behaviour expected. \r\n\r\nThe officer was not present.\r\n\r\nThe drink-driving and knife offences amounted, on the balance of probabilities, to gross misconduct that could justify dismissal.\r\n\r\nHe was satisfied that PC Tyler-Jones had failed to meet the high professional standards expected of an officer and that his actions potentially discredited the police and undermined the confidence of the public if left unchecked.\r\n\r\nOfficers were expected to maintain the highest standards of behaviour professionally and when off-duty.\r\nPete Musgrave, of the Police Federation, said that PC Tyler-Jones denied that the breaches amounted to gross misconduct and believed that he would \"still be an asset to the organisation\".\r\n\r\nThe Chief Constable said that he had considered the officer's 13 years of service and the interests of what the public would make of the case and how they would expect Humberside Police to respond.\r\n\r\nThe reputation of the force also had to be considered and the need for the public to have confidence in the integrity and honesty of the police.\r\nThe key factors were:\r\n\r\n    Maintaining public confidence\r\n    Upholding high standards in the police and deterring misconduct in future\r\n    Protecting the public\r\n\r\nIt was \"policing by consent\" and this was a fundamental part of the service through the public having trust and confidence in its honesty and integrity.\r\n\r\nThe officer's role would be \"severely limited\", if it were possible at all, following the convictions, including the driving ban.\r\n\r\nA police officer could not be convicted of those offences when the service was responsible for holding members of the public to account for them.\r\n\r\nPC Tyler-Jones had \"complex issues\" involving medical matters and Mr Freeman said that he hoped the officer would get help and support for them.\r\n\r\nBut he had shown \"continued reluctance to accept full responsibility\".\r\n\r\nThe decision to dismiss him without notice and the appeals procedure would be sent to PC Sociology. Following a transfer to Lincolnshire Police in 1996, he successfully applied for the Accelerated Promotion Course and was promoted to Sergeant in September 2000.\r\nOver the next five years, following several operational posts within Local Policing, CID and HMIC Liaison \u002F Staff Officer roles, Lee was promoted to Superintendent in 2005 and posted to Lincoln as the Superintendent (Operations).\r\n\r\nIn 2008, Lee was seconded to Lincolnshire County Council (LCC) as an Assistant Director. This role had overall responsibility for Lincolnshire Trading Standards, Lincolnshire Drug Alcohol Action Teams, Lincolnshire Youth Offending Service and the Safer Communities teams for the county.\r\n\r\nIn December 2010, whilst still seconded to LCC, he was successful in promotion to Chief Superintendent and subsequently promoted to Divisional Commander for South Lincolnshire. As a Chief Superintendent, Lee also became the Commander for West Division and then the Head of Local Policing for the force following a major restructuring programme.\r\n\r\nIn August 2013, he became the T\u002FAssistant Chief Constable for Local Policing for Lincolnshire Police. In March 2015 Lee successfully graduated from the Strategic Command Course.\r\n\r\nHe was appointed as Humberside Police’s Assistant Chief Constable (Communities & Partnerships) in May 2015.
