DC Passmore was also injured.\r\n\r\nOur investigation found that DC Passmore drove above the speed limit and passed through a red light without stopping before colliding with the other vehicle.\r\n\r\nThe investigation was completed in October 2019 and the evidence referred to the Crown Prosecution Service (CPS) who made the decision to charge DC Passmore with two counts of causing serious injury by dangerous driving.\r\n\r\nDC Passmore was sentenced to 10 months in prison suspended for two years and banned from driving for two years. Upon completion of the driving ban, DC Passmore must pass an enhanced driving test.\r\n\r\nIOPC Regional Director Miranda Biddle said: “We recognise that police officers undertake a difficult role within our communities however it is necessary that when undertaking their role they follow the policies, procedures and guidance set by their forces.  On this occasion our investigation found that DC Passmore drove dangerously when responding to an emergency call which resulted in two members of the public receiving serious injuries.\r\n\r\n“The two women and their families have understandably suffered a great deal of stress and anxiety since the incident and we hope that today’s verdict offers them a degree of closure.\r\n\r\n“We believe that DC Passmore has a case to answer for gross misconduct. She joined Humberside Police as a regular officer in 1994 and worked through to the rank of Inspector via a number of community and detective roles, in the challenging social demography of Grimsby and Hull.\r\n\r\nHaving joined the High Potential Development Scheme in 2003, she ventured into roles such as professional standards, and communications and planning where she authored the policing plan on behalf of the Police Authority and the Force. As a Chief Inspector in the business change team, Lisa led on a force-wide workforce modernisation programme.\r\n\r\nIn 2008, she transferred to North Yorkshire Police and worked within the York and Selby BCU senior management team as Chief Inspector Operations. She remained at York on promotion to Superintendent Operations and went on to be the Commander for the City between 2009 and 2013. During this time she also attended the FBI National Academy Leadership course in Quantico for 11 weeks. The course involved completion of a number of assessed Masters level modules on leadership, international policing, intelligence-led policing and child victims and perpetrators. Subsequently Lisa undertook roles at force level as the Executive Officer to the Chief Constable, and Head of Uniformed Operations for the Force.\r\n\r\nLisa has held the role of Head of Major Crime, Specialist Operations, Criminal Justice and Force Intelligence alongside supporting the change programme linked to affordability and collaboration.\r\n\r\nIn May 2016 Lisa took up Chief Officer responsibility for local policing, and in February 2017 she became Deputy Chief Constable at North Yorkshire Police.\r\n\r\nLisa Winward assumed temporary command of North Yorkshire Police on 16 April 2018, following CC Dave Jones’ announcement that he was to retire from policing after 32 years of distinguished service.
